By-Laws
Objective
Section 1. The objective of the Everett
Little League shall be to implant firmly in the youth of the community the
ideals of good sportsmanship, honesty, loyalty, courage and respect for
authority, so that they may be well adjusted, strong and happier youth and will
grow up to be good, decent, healthy and trustworthy citizens.
Section 2. To achieve this objective, the
Everett Little League will provide a supervised program of competitive baseball
games under the rules and policies of the Everett Little League and of the
Little League Baseball Incorporated, Williamsport PA. All directors, officers, managers, coaches and members shall bear
in mind that the attainment of exceptional athletic skill or the winning of
games is secondary and the molding of future citizens is of prime importance.
Managers and Coaches
A. As a disciplinary measure, the manager has the right to “Bench” a player before or during a game as long as the opposing manager is informed of this action and is also informed of the reason for the action.
The Leagues:
Tee-Ball
Eligibility: Players between the ages of 5 and 6 years old. (special circumstances are for 7 year olds only by the approval of the Tee-Ball Director).
Purpose: To introduce young players to the basic skills of the game of baseball and to prepare the players for the next level.
Specific Rules: All Tee-Ball games that are scheduled as League play will implement the “Tee” rule, which implies that a Tee will be used for each and every batter, no pitching by managers, coaches and or players. This rule will be strictly enforced: any manager not complying will receive a writing warning by league President and the second offense the manager will be suspended for two (2) games.
The Tee-Ball league will follow rules governing baseball except for following:
(a). There will be no pitchers allowed, however you will be able to play one player in the pitching position on the field.
(b). An inning will constitute the following, all players on each team getting one at bat.
(c). You are to field a team of 10 players only, 4 outfielders, 4 infielders, 1 pitcher, 1 catcher and a maximum of 3 coaches on the field helping the players.
(d). Base coaches can both be a combination of managers, coaches and or parents. No players are required to coach bases at this level.
(e). There are no playoffs and or Post Season for Tee-Ball.
Farm League:
Eligibility Players between the ages of 6, 7, and 8 years old. Note: special circumstances for 9 year olds only approved by the President and Director.)
Purpose To introduce players to the skills of the game of baseball and to prepare them for the next level.
Specific Rules The farm League will follow rules governing baseball except for the following:
(a). The Farm League will utilize a coach pitch to eliminate the risks involved with live pitching.
(b). Manager is allowed to field a team of 10 players only, 4 outfielders, 4 infielders, 1 catcher and a maximum of 3 coaches on the field helping players and one coach pitching.
(c). An inning will constitute a team getting up and making either 3 outs or a maximum of 10 batters. Each batter is allowed two strikes where the third strike is an out (no extra pitches).
(d).Base coaches can both be a combination of managers, coaches and or parents. No players are required to coach bases at this level.
(e).Volunteers such as Managers, Coaches and or Parents can help officiate the game; it is at the discretion of the managers.
(f). There are no playoffs for the
Farm League.
Minor League
Eligibility: Players
between the ages of 8 and 11 years. (Note: 8 year olds will be evaluated to see
if they are ready to advance to the Minor League level, also there may be 12
year olds in the Minors with a wavier from their Parents)
Purpose: The Minor League is intended for players whose skills are not yet sufficient to play at the Major League level. It shall be the obligation and responsibility of the Minor League Managers and Coaches to work with and train their players so that they may be able to move to the Major League as soon as possible. These players shall be encouraged to work diligently toward that end. NOT BY ANY MEANS ARE PLAYERS TO BE ENCOURAGED TO REMAIN IN THE MINOR LEAGUE FOR THE PURPOSE OF WINNING BALL GAMES AT THAT LEVEL The Minor League will follow rules governing baseball except for the following:

(a). An inning will constitute a team getting up and making 3 outs.
(b). Each player on the roster at game time must play at least two innings in the field.
(c). Pitchers rules are to follow the NEW Pitch Count rule. No 12 year olds are allowed to pitch.
(d) Umpires may be no younger than 16 years of age and do not need to be patched.
(e) The Playoff format is as determined by the Minor League Director.
Major League
Eligibility: Players between the ages of 9 and 12 years old as of April 30th of said season.
Purpose: The major league is intended to prepare the players for the next level.
Conduct of Managers and Coaches
Because of the very fact that managers and coaches are working with young children, it is essential that they set the very best example for their players. Foul language and excessive arguing with umpires and opposing Managers and coaches will not be tolerated. The use of tobacco products will not be allowed during a game in the bench area.
No alcohol or drugs will be allowed while a manager or coach is involved with any players enrolled in the Everett Little League program (i.e. practice, games or transporting players to and from a practice or game).
All managers and coaches will have the utmost respect for fields and the surrounding areas. Each manager and coach will be responsible for cleanliness of bench areas after the scheduled games and practices.
ANY MANAGER OR COACH AT ANY LEVEL OF EVERETT LITTLE LEAGUE BASEBALL NOT ADHERING TO THE ABOVE PRINCIPLES WILL BE SUBJECT TO DISMISSAL.
Players
A. A regular team roster of a Major League Team will consist of 12 players.
B. Any player who will not attain the age of 13 years before April 30th of the year in question shall be eligible to compete in the Everett Little League Program.
C. Each new candidate shall present his or her birth certificate to the League no later than March 1st.
D. League age is that age attained by a player prior to April 30th of any given year. Thus a player whose 12th birthday is on April 30th or earlier has a league age of twelve and a player whose 12th birthday is on May 1st or later has a league age of eleven.
E. Girls are eligible to play in the Everett Little League Program.
F. Each player on the team roster must play at least 6 consecutive defensive outs in the field and must bat at least once.
Note: Under regular season rules---a starter can be replaced before completing his/her MPR;--but must fulfill MPR at sometime in the game;--BUT-[cannot re-enter]- ONLY AFTER HIS/HER REPLACEMENT HAS PLAYED SIX(6) CONSECUTIVE DEFENSIVE OUT, AND ONE(1) AT BAT.
Exceptions to the rule would be:
1. Less than six innings were played and intentions were to comply.
2. In a suspended Game, a player who did not play will start the next game.
3. Manager for disciplinary reasons suspends a player for a game. In this case it is the responsibility of the manager to inform the opposing manager and umpire of such suspension prior to the start of the game.
Schedules
A. The schedule of games shall be determined by the members of the Board of Directors.
B. .Each team shall be scheduled to play a minimum of two games per week during the regular
Season.
C. The Major League division has the right to the fields at all times, Minor League and or Farm League games conflicting with Major League schedules will have to be rescheduled.
D. All makeup games will be played on Friday or Saturday nights.
Make up games will be scheduled as follows:
Major League – Friday at 7:15pm one rain out of the week.
Sat.-5pm and 7pm two Rain out of the week
NOTE: Any game not made up using the following
schedule will be a forfeit! If there is
a conflict, notify the Major League Director within 48 hours of the game
scheduled to be played.
Bench Area
A. The home team will sit on the Third Base side.
B. A manager or one of his coaches must be with the team during the game.
C. A manager or coach may coach both of the bases.
D. No parents will be allowed on the player’s bench or field during a game.
E. Managers are responsible for coach/player/parent behavior.
F. Managers are responsible for bench/field cleanup after games/practice.
Equipment
A. Each team will be equipped with twelve uniforms.
B. The uniforms are the property of Everett Little League and are loaned to a player while that player remains on the team roster
C. Each team will have at least six batting helmets. Each batter and base runner will wear a helmet at both practices and games.
D. Shoes with metal cleats are prohibited. Shoes with molded rubber cleats are approved.
E. All catchers must wear cup
protectors so as to prevent serious injury; it is recommended that every player
wear protection to prevent any type of injury.
F. All player base coaches must wear a helmet.
G. Any player warming up a pitcher must wear a helmet/mask protection.
Umpires
A. There shall be at least one umpire working at each game in order to be a regulation game.
B. Each umpire must be patched and approved by the Massachusetts umpires Association working a major league regulation game, unless approved by the President or Major League Director.
C. Once a game has started the umpire shall have full charge and will rule according with the rules and regulations. He will have the full power to evict anyone from the playing field.
Pitchers
2008 Pitch Count Regulations:
A Pitchers will follow
the Pitch Count regulations set forth by Little League National for the 2008
season.
A. Evaluations will be conducted by the player agents with all team managers and coaches present at an appropriate facility, when scheduled.
B. All nine, ten, eleven and twelve year olds from non-major league teams must participate in the major league evaluations. If a nine, ten, eleven or twelve year old minor league player does not participate in the evaluation he or she is not eligible to return to his/her last minor league team or coach/manager.
C. If a player can not participate in the evaluation due to a schedule conflict then the player agents must be notified.
D. During the tryouts, each candidate should be given the opportunity to (1) bat, (2) field fly balls, (3) field ground balls, (4) throw, and run in competition. Each of the skills will be graded on a scale from 1 to 5. Each manager shall grade the candidates on the Player Agent’s List for their own reference.
The Draft
A. All nine, ten, eleven and twelve year olds that participated in the evaluation process will be eligible to be drafted.
B. After evaluations have occurred and each manager and their coaches have had a chance to determine which players they would like to draft, a meeting will be set up by the Player Agents.
C. The order in which each team will select their draft picks will be determined by their record in regular season play. Post Season play does not count.
D. Picks will start with the team with the weakest record (lowest place finish) and continue to the team with the strongest record (highest place finish).
E. A parent of a potential major league player can not choose the team they want their child to play on.
F. All rosters must be submitted to the Player Agents prior to March 31st and must carry 12 players.
G. A player chosen at the draft must have been present for at least one tryout.
Protection of a draft choice
A. If a Manager or Coach has been in the League in any capacity and in good standing for two full seasons, then their son or daughter, or blood relative if eligible for the draft, can be declared to the player agent prior to the draft. This player must be selected within the first three rounds by a majority vote of all the major league managers.
B. If a player on a major league team has a brother or sister who is trying out, the manager of that team, if he wishes to protect that player must declare it before the draft and pick the player within the first three rounds by a majority vote of all the major league managers
C. If any new players trying out happen to be brothers or sisters, a manager may draft them both by picking them on successive rounds.
If a player after the draft decides to stay down in the minors, the team that drafted that player does not have rights to that player the next season.
Trades
A. No trading unless approved by the Player agent, especially in the following cases:
1. Hardships.
2. Best interest of the child.
A.
A "Player Pool"----to be
set up and controlled by the Player Agent;--following the LL guidelines
embodied in Reg: V(c)--ALTERNATE METHOD OF OPERATION, page 35 rulebooks;
and Operating Manual, page 66.
B. Every effort must be made to avoid cancellations. Because of this, if a team should have less than
Nine players on the evening of a scheduled game, then a player or players from the Player Pool be
Selected.
C. If a team loses a player for the season due to illness, injury or quits the team, a player from the try-out list must be selected by the third game.
Players moving out of the city
A. Must comply with REG: II (d} ----form must be completed;--and DA must approve.--before the season starts.
Once the form is approved;--no need to resubmit each year--it is valid for the balance of the player’s career in LL.
Without the II (d) ---the player is INELIGIBLE--and if chosen as an ALL-STAR---and someone "drops a dime'---all wins will be forfeited. The form must be in the packet carried by the All-Star Manager--if challenged.
B. In case of minor league player moving out of the city he or she may finish that season only.
Postponed Games
A. Unless otherwise directed all players must report to the field at game time.
B. Postponements by 4:15 PM will be by the home team manager in conjunction with the Umpire in Chief.
C. At the field the home team manager has the decision to play or not to play prior to the game. Once the game is started, the game is in the hands of the umpire.
D. Any cancelled game that has been mutually agreed to and is not a rainout, must be approved by the Major League Director and rescheduled immediately.
E. All games in a schedule must be played. There are no forfeits.
F. If a game is suspended due to the Umpire not showing, the league is not responsible for the umpire’s fees.
Playoffs
Eligibility
A. All 8 teams are eligible for the
play-offs.
Ties:
A . Play-off seeding will be determined
by regular season records.
B. Ties will be broken by:
1. Head to head records.
2. Then a coin flip.
If a coin toss is needed then the Major League Director will call the time and place where the opposing managers, coaches, Major League Director will meet and a coin will be flipped
All
rounds of play-offs will be best of three series.
Quarter Finals:
A. The highest seeds will play the lowest seeds in this round.
B. .Quarter final games will be played every other night.
Semi-Finals
A. The team with the highest seed will play the lowest seed team.
B. The Teams with the best regular season record shall have the option of being home team for the first and third games.
Finals
A. The two teams winning the Semi-Final series shall play each other in the finals to determine the champion.
B. The Team with the best regular season record shall have the option of being home team for the first and third games.
Play-off Schedule
A. The Semifinal series shall be played on a Monday, Tuesday and Thursday if a third game is necessary. Due to weather the games will continue on the next available day going back to back on the first 2 games, skip a day, and then play the last game on day 4.
B. The Final series shall be played on the following Monday, Tuesday and Thursday if a third game is necessary. Due to weather the games will continue on the next available day going back to back on the first 2 games, skip a day and then play the last game on day 4.
C. In case it should become necessary to have a playoff game for the fourth spot said game shall be played on the next available date.
Player Eligibility
A. Only those players on a roster at the last game of the season shall be eligible to participate in the Playoffs.
B. The two inning and one at bat rule shall be in effect for the playoffs.
Post Season Play
A. Managers will be appointed by the Major League Director for all Post Season Teams, including the 12 year old Williamsport Teams. Managers/Coaches are only eligible to Manage/Coach teams in there respected division.
B. All post season teams will be selected by recommendations from their Major League Managers only. With final selections being made by the manager of each post season team.
